Bolt is hardened steel and regular vise grips don't work. Bolt is torqued down because it is for brake caliper.

Craftsman makes a tool just for that purpose. I don't think you can buy just one, you have to buy the set. But they are worth the money and pay for themselves. I have a set myself. You have to get them Sears, or some place that sells craftsman tools.
